Mr. Ferguson's entrepreneurial career began as Managing Partner of Ferguson, Inc., a commercial construction management and manufacturer's representative firm, which he successfully guided to acquisition while remaining as a consultant for three additional years. He has served as Director of Sales/Construction Manager for an award-winning property development firm and as National Sales Manager for GlenMartin, Inc., a global manufacturer of wireless tower structures. As Vice President of a wireless communications site development company, he orchestrated complex network infrastructure deployments throughout the United States, Central America, and the Caribbean.

Allyson Perkins
Chief Financial Officer
As Chief Financial Officer for Waterford, Allyson drives financial strategy and operational excellence across the organization, overseeing everything from corporate development and investor relations to financial planning and reporting.

Allyson joined Waterford in 2015 after making her mark as Controller for a Fortune 500 manufacturing company, where she transformed accounting and warehousing operations through strategic vendor negotiations, streamlined logistics, and innovative approaches to inventory management and capital allocation.

What sets Allyson apart is her remarkably diverse path to financial leadership. Her career launched in the cockpit of a Boeing 757 at UPS, where she became the company's youngest female pilot at just 21. From there, she transitioned to Industrial Engineering within UPS, then pivoted to healthcare as Regional Manager of Client Strategy for a prominent neurosurgical practice. This rich tapestry of experiences—from aviation to engineering to healthcare operations—gives Allyson a rare 360-degree business perspective that fuels creative problem-solving and strategic innovation in her role as CFO.

Steve Baier-Anderson, P.E.

A wireless technology pioneer since 1990, Mr. Baier-Anderson spent 17 transformative years with Verizon Wireless, where he architected the design, deployment, and optimization of 2G, 3G, and 4G networks across the Mid-Atlantic region. His hands-on involvement in multiple network generation transitions gives him unparalleled insight into the evolution of wireless infrastructure and what's coming next.

Armed with an electrical engineering degree from the University of Maine and a systems engineering master's from Johns Hopkins, Mr. Baier-Anderson champions the integration of cutting-edge technologies to revolutionize RF-based regulatory compliance at Waterford. His technical journey began in the trenches as an RF Field Technician and EME Manager, later advancing through roles as a Software/RFCAD Technician at Biby Engineering. This ground-up expertise gives Mr. Audi an unmatched perspective on operational challenges, enabling him to architect solutions that are both technically sophisticated and practically executable in the field.

Tony DeMattia
Director of Engineering

With an engineering physics degree from West Virginia Wesleyan College, Mr. DeMattia previously led RF engineering operations at FDH Velocitel-Sitesafe for major carriers including Verizon, AT&T, Sprint, and T-Mobile—directing teams that delivered 12,000 site assessments annually while exceeding profit targets. Before joining Waterford, Cullen honed his B2B technology marketing expertise across both hardware and software sectors, most recently spearheading marketing initiatives at Interconnect Systems Inc., a Molex company specializing in custom microelectronics design and manufacturing. There, he successfully positioned complex technical solutions for diverse industry verticals, developing the strategic messaging skills that now help differentiate Waterford in competitive markets. Armed with a marketing degree from the University of Texas at Austin, Cullen ensures that Waterford's innovative solutions get the powerful storytelling they deserve.

Michael Arnold
Director of RF Operations
As Director of RF Operations at Waterford, Michael Arnold orchestrates the company's RF compliance and field operations, leveraging over 25 years of telecommunications expertise to deliver excellence across complex wireless infrastructure projects.
A Marine Corps veteran who brings military precision to civilian telecommunications, Mr. Arnold has built his career transforming technical challenges into operational victories. Before joining Waterford, he led RF compliance teams at AMDOCS and developed Pramira's entire RF compliance program, ensuring teams stayed current with evolving FCC requirements. At MobileNet Services, he managed critical Verizon Wireless initiatives including new cell deployments, regulatory modifications, and drive test operations—consistently delivering projects that exceeded carrier expectations.
Armed with an MBA in Information Security and deep expertise in tools from ATOLL to QXDM, Mr. Arnold's journey spans from laying tactical communication lines in the Marines to managing large-scale wireless deployments for AT&T Broadband.
