Richard P. Biby, P.E. -- Rich Biby is the Chief Technology Officer and founder of Waterford Consultants. He is a licensed Professional Engineer with over 20 years of experience in wireless communications. Rich is well known and highly respected within the wireless telecommunications, broadcast, and tower industries for his expertise in EME/RFR human exposure analysis, antennas and propagation and AM Detuning. He is often called on to provide expert witness testimony and as a technical resource within the antenna siting industry. Prior to forming Waterford Consultants he had started and run Biby Engineering Services and later Sitesafe. In 2000, Sitesafe was acquired by Crown Castle. Rich continued to support Sitesafe, and served as Crown Castle’s Chief Technology Officer. Rich also held the positions of Engineering, Programmer and President of Communications Data Services. He is also the owner of Biby Publishing and Five Nines Communications in addition to serving as the Chief Technology Officer of Squareloop, Inc. Rich is also an active participating member in many industry organizations.
Rich holds a Bachelor of Science in Electrical Engineering/Computer Science and Masters of Science/Telecommunications and Computer Science from George Washington University. Rich also holds a Certificate in Technology Leadership from the University of Virginia.
Ian Maxwell --Ian Maxwell is the Managing Partner of Waterford Consultants, overseeing day to day operations of the company. In this role he is responsible for all regulatory compliance activities including RF Emissions Compliance, AM Detuning, FAA Air Space Studies, Intermodulation Studies, RF Health & Safety Training, Zoning Support and Public Safety & Municipal Networks Services. Ian has over 18 years experience in telecommunications. Prior to Waterford Ian worked as the COO/VP of Sitesafe, specializing in Regulatory Compliance. He also held the position of VP of Site Acquisition for Commsite. Additionally Ian worked as General Manager of Program Management for Ericsson Canada and Program Manager for Ericsson USA, working in Land Mobile Radio in both positions. Ian has also held various management positions with Mitel Corporation, a PBX manufacturer in Canada.
Ian holds Engineering degrees from Sir George Williams University in Montreal, Quebec and Mohawk College in Hamilton, Ontario.
Larry Giessman -- Larry Giessman is the Director of Operations for Waterford Consultants. Larry is responsible for the AM Detuning Department as well as overseeing the operations team. Larry has over 30 years of experience in electronics and RF systems. Prior to joining Waterford he worked for Sitesafe as the Director of AM Detuning, and worked with Biby Engineering Services prior to this. He also worked as the Senior Engineer for Moffett, Larson & Johnson. Larry also has 20 years of military experience having served in the US Air Force as the Technical Sergeant for Wideband Systems Maintenance and in the US Army as the Chief Warrant Officer for 3-Signal Systems Maintenance. Larry is familiar to people at many levels and is highly respected for his knowledge of technical RF issues in the wireless industry, specializing in FCC compliance services regarding 47 CFR 22.371 “AM Detuning requirements.
Larry holds various military certifications including Multichannel Systems Evaluation/Optimization & Cryptological Equipment Maintenance, amongst many others. He is also a Technician Class Amateur Radio License holder.
Sabrina Newson --Sabrina Newson is the Director of Business Development for Waterford Consultants in the Public Safety & Municipal Networks division. Sabrina has over 10 years of wireless experience. Most recently she worked for Sitesafe, (formerly a Crown Castle company), specializing in RF & FCC Compliance Services, as an Account Executive. Prior to this she was employed by Crown Castle working in Site Acquisition, Project Coordination/Management and License Reconciliation. Sabrina is also the Director of Business Development for AGL Magazine and Five Nines Communications.
Sabrina holds a Baccalaureate in Literature from the Lycée Internationale de Ferney-Voltaire, France as well as Project Management Certification and a Bachelor’s in Business Management with a Minor in Marketing from University of Phoenix.
